I spent an hour edge-smoothing the wheel fairing mounts, then primed them. 
The bearings looked pretty well greased to me, so I didn't repack them.  I still might later, though.  The valve stems were loose on both tubes so I had to tighten them.  I thought I had a valve stem tool but couldn't find it, so I had to go out and buy one.  Soon after I had finished, I found my old one, of course.  I removed a nut and washer on the valve stem.  One nut came off easily; the other didn't, and I had to use the Dremel cutting disk -- very carefully -- to get it off. 
 
I put talcum powder in the tire, then worked the tube into the tire, making sure the valve stem was lined up with the red dot on the tire.  Then I worked the valve stem through the grommet in the wheel half -- see arrow.   It wasn't easy getting the valve stem through there.  
 
Looking from the other side, you can see the valve stem entering the wheel half. 
I put the other wheel half on, then bolted the two halves together.  I put about 25 psi air into the tire, then let it out, then put it in, then let it out, then put it in for good.  All was well.
