The Rudder lower tip end wasn't perpendicular to the rudder trailing edge. I decided to make it so using epoxy and flox. I taped some thin cardboard strips to act as a dam for the epoxy. It worked pretty well, although next time I need to use wax paper on the inside of the cardboard so the epoxy doesn't stick to it. The epoxy sands really well with 60 grit sandpaper.
